Adapter board ssop mismatch

HI,
I've got some adapter boards from Chine, and traces doesn't match to chip footprint. Here is the question:
1. Is it manufacturing fault?
2. Made this intentionally to accommodate temperature extension of the chip?
If second, how to solder IC on this boards w/o using heat gun or reworking station?

You've got the wrong adaptor board. For a one-off your best option is to hand solder the middle 6 pins of each side as carefully aligned as you can, then bend the 4 remaining pins at each end to get them onto their pads.
