Altium: Polygon pour breaks on rigid-flex "split" lines

Hi folks,
I'm working on a rigid-flex design that consists of two rigid 8-layer sections separated by a short 4-layer flexible section. I am working on an internal layer (that is shared by the rigid and flex portions) and am trying to create a pour that covers the entire layer (effectively a plane, but I need more control than that, which is why I'm using a polygon instead). I have a board edge clearance rule set up of 0.381mm but the problem is that Altium is seeing the "split line" (between the rigid sections and the flex section) as the board edge, and will not allow me to pour over the entire surface. Attached is a screenshot.
How can I get the pour to flow between all three sections? Perhaps I can create a custom query to have the board outline clearance rule ignore the split lines? Not sure what queries I can use to do that, though.

I've designed a few rigid-flex boards in Altium 15 and didn't have this trouble - I poured an internal layer to cross over from the rigid to flex layer and had no problem.  When we recently went to Altium 16.1 I had to design a similar board and had major issues, after working with it for a few hours I went back to Altium 15 and designed it there.  Apparently 16.1 has some bugs in the flex tools.
